ALMATY, 15 November 2006 - The development of local self-government in Kazakhstan was the focus of an OSCE-organized conference in Almaty today.

"Local government brings the decision-making closer to citizens," said Ambassador Ivar Vikki, Head of the OSCE Centre in Almaty. "It is essential for ensuring political rights and freedoms, and its can serve as a basis and a guarantee for sustainable democratic development of any state."

The event, organized by the OSCE Centre, the European Commission, the Embassy of Poland and the non-governmental organization Public Policy Research Centre brought together parliament deputies, government and local administration officials, international experts and civil society representatives.

Recommendations developed at the conference will be forwarded to state institutions. Kazakhstan's Majilis (the lower chamber of the Parliament) is considering two alternative draft laws on local self-government.
