This seminar aims to discuss a variety of operational aspects of the National Preventive Mechanism (NPM), which is an anti-torture preventive system. Under recently-adopted legislation in Kazakhstan, the NPM is to undertake visits and formulate recommendations to improving treatment and detention conditions at the country level. The seminar will cover such issues as the model and powers of the NPM Co-ordination Council (Ombudsman+NGOs), procedures for NPM operations, selection of NPM members, detention facilities visiting rules, and the monitoring of specialized facilities for children or disabled people.

The event will bring together representatives of the Ombudsman Office, human rights activists, advocates and legal experts from Armenia and Kazakhstan.
